As early as March 28, the Health Ministry acknowledged that there was “restricted community transmission” of the unique coronavirus in India. On April 9, the ICMR and Health Ministry scientists– some of them are national job force members for COVID-19– in a journal paper, offered evidence recommending the occurrence of neighborhood transmission in 36 districts throughout 15 States.
