WASHINGTON (Reuters) – The United States on Thursday blamed Islamic State militants– not the Taliban– for a gruesome medical facility attack in Afghanistan today that killed 2 newborn babies, and it renewed require Afghans to welcome a struggling peace push with the Taliban insurgency.
