The central government has introduced the Indian Justice Code 2023, the Indian Civil Protection Code 2023 and the Indian Evidence Act 2023. These will officially come into force from July 1. The Center has asked all training institutes under it to include content on the three new criminal laws in various programs organized for government employees.

At the same time, the Department of Personnel and Training has issued instructions to all ministries and departments to issue instructions to all training institutions under their administrative control to include the subject matter of these three new laws in the training programs.

According to an official order, institutions have been asked to use e-courses containing an overview of the changes introduced through the new laws. These are available on the iGoT portal. The three new criminal laws Indian Justice Code 2023, Indian Civil Protection Code 2023 and Indian Evidence Act 2023 will now replace the Indian Penal Code (1860), Code of Criminal Procedure (1973) and Indian Evidence Act (1872), which were notified on 25 December 2023. These will be effective from 1 July.

The Department of Personnel and Training, in an order issued to all central government ministries and departments, said that all ministries and departments are requested to issue instructions to the training institutes under their administrative control to include the content of these three new laws in the training programmes organised by them.

At the same time, in view of the implementation of criminal laws from July 1, senior advocate Indira Jaisingh has written a letter to Law Minister Arjun Ram Meghwal and the Chief Justice of India demanding a suspension of the laws till further consultations with all stakeholders. Jaisingh said in a letter to the Law Minister that in every pending case the question will arise as to which law will be applicable in a particular case. This is completely different from the question of challenging the constitutionality of several provisions of the three new criminal laws, which is hovering in the minds of the people. However, I am not commenting on this aspect as these are questions for the judiciary to decide.
