Non-FASTag users to pay 1.25 times fee if payments made via UPI

In order to incentivise digital payments by FASTag users, the Ministry of Road Transport & Highways has amended the National Highways Fee (Determination of Rates and Collection) Rules, 2008 Under the revised framework titled the Third Amendment Rules, 2025, vehicles entering a fee plaza without a valid, functional FASTag will be charged 1.25 times the applicable user fee if they make the payment via the Unified Payment Interface (UPI). On the other hand, they will be charged twice the applicable user fee if they make the payment in cash. The new framework will come into effect from November 15, 2025.

The amendment encourages drivers to shift to digital payment modes like UPI payment for faster and transparent toll transactions.

According to the Ministry of Road Transport & Highways release on October 4, 2025, “In a significant step to incentivize digital payments and eliminate cash transactions at the user fee plazas on National Highways for Non-FASTag users, the Government of India has amended National Highways Fee (Determination of Rates and Collection) Rules, 2008.”

Revised user fee structure for non-FASTag vehicles Under the new rule, any vehicle entering a toll plaza without a valid FASTag will be subject to differential user fees based on the payment mode:
UPI Payments: Users choosing to pay digitally via Unified Payments Interface (UPI) will be charged 1.25 times (1.25x) the applicable user fee.
Cash payments: Users opting to pay in cash will be charged twice (2x) the applicable toll rate.

For example, if the toll charge is Rs 100 for a particular vehicle category through FASTag, the user fee will rise to Rs 200 when paid in cash, and Rs 125 when paid via UPI, as per the release.

The release further stated, the revised rules will encourage the adoption of digital payments, enhance transparency in toll operations
