Digital Census 2027: Steps to do self-enumeration in Odisha

In a landmark shift for India’s administrative history, the nation is preparing to launch Census 2027, a project defined by its transition from paper to a completely digital infrastructure. 

Odisha is set to play a pioneering role in this transition, appearing in the very first cohort of states eligible for the newly introduced “self-enumeration” facility.

Unlike the traditional decennial exercises, Census 2027 will rely on mobile applications for data recording during door-to-door visits. 

To streamline the process, the Ministry of Home Affairs has introduced a web-based self-enumeration portal, allowing citizens to bypass long interviews by submitting their household details online in advance.

Self-Enumeration Timeline The rollout for this digital facility is staggered across the country. Residents of Odisha will be amongst the earliest in the nation to access the portal. The self-enumeration window for the state is scheduled to open on April 1, 2026 and will remain active until April 15, 2026.

This same early window also applies to the Andaman and Nicobar Islands, Goa, Karnataka, Lakshadweep, Mizoram, Sikkim, and the NDMC and Cantonment Board areas of Delhi. Following this initial phase, other regions will follow throughout the year:

5 April – 19 April 2026: Gujarat, Dadra and Nagar Haveli, and Daman and Diu.

10 April – 24 April 2026: Uttarakhand.

16 April – 20 April 2026: Andhra Pradesh, Arunachal Pradesh, Chandigarh, Chhattisgarh, Haryana, and Madhya Pradesh.

17 April – 1 May 2026: Bihar.

26 April – 10 May 2026: Telangana.

30 April – 14 May 2026: Punjab.

1 May – 15 May 2026: Delhi (MCD), Maharashtra, Meghalaya, Rajasthan, and Jharkhand.

7 May – 21 May 2026: Uttar Pradesh.

17 May – 31 May 2026: Jammu and Kashmir, Ladakh, and Puducherry.

1 June – 15 June 2026: Himachal Pradesh.

16 June – 30 June 2026: Kerala and Nagaland.

17 July – 31 July 2026: Tamil Nadu and Tripura.

2 August – 16 August 2026: Assam.
