MANILA, Philippines — National Bureau of Investigation Chief Melvin Matibag filed an ethics complaint against lawmaker Rep. Kiko Barzaga over his social media posts during the May 13 shooting incident.
Matibag filed the complaints before the House of Representatives ethics committee on Tuesday, June 2.
He sought an investigation into Barzaga’s posts and possible disciplinary action against the previously suspended lawmaker.
The complaint stemmed from Barzaga’s social media posts, which Matibag described as “offensive” to the bureau.
“I’m filing it not as a personal position, but I’m filing it on behalf of the men and women of the NBI,” Matibag said.
According to the NBI chief, Barzaga claimed in his posts that there was an assassination attempt by the NBI in the Senate during the May 13 shooting incident.

“I think it’s not proper behavior for a congressman, habang mayroong kaguluhan ay mag-live ka pa at sabihin mo na there is an assassination attempt against a senator,” Matibag said.
Matibag is also considering filing criminal charges against Barzaga, who could be liable under Article 154 of the Revised Penal Code or “unlawful use of means of publication and unlawful utterances.”
“We’re reviewing inciting to sedition also,” Matibag said.
Barzaga was previously suspended in December 2025 and February 2026 due to his social media activity.
